The driver was issued two citations and the passenger was taken into custody following a traffic stop in downtown Rising Sun on January 12. Police Chief Chip Peterson reported that Officer George Vanaskey was on patrol shortly before 6 p.m. on that date when he saw a Chevy S10 pick up in the parking lot of Johnston's Liquors in the 300 block of East Main Street.
Vanaskey stopped the truck because the tags were expired and the passenger side mirror was missing. David Franklin Carter, III, 31, of McGrady Road, Rising Sun, was issued two citations for possession of drug paraphernalia. The truck's passenger, Glenn Alan Miller, Jr., 30, of Bethel Church Road, North East, has an outstanding warrant through the Cecil County Sheriff's Office. He was also found to have 25 bundles of heroin and 100 "scraper" bags in his possession. He was committed to the Cecil County Detention Center on $35,000 bond.
Vanaskey was assisted by Officers Daniel Stickney and Paul Wilkinson.
"I'm ecstatic," said Chief Peterson. "That's 324 packets of heroin off the street."
